You can do so from a number of places within Tumblr.
Note that if the message was sent anonymously, it isn’t necessarily associated with any particular account, and so there may not be a specific user behind them that you can block.
You can, however, permanently block the IP address the message came from. Any further anonymous messages sent from that address will never see the inside of your inbox.

What happens when I block someone from my blog?
